The Earth has been protected for years, by heroes from the shadows and in public. The X -Men have been able to keep the Brotherhood of Evil Mutants at bay, with the Avengers dealing with any extraterrestrial attackers that come to earth with the help of other heroes such as the Fantastic Four and Spider-Man. However things changed under the election of President Fisk and Vice President Osborne, Captain America was put on ice and SHIELD was deactivated leaving the earth majorly unprotected against the villains with the heroes that normally defeated them unable to fight. However there seems to be movement towards the heroes returning, Thor has returned to Earth from Asgard, Captain America has been unfrozen again and the Avengers are moving in the darkness with their plans.
The Brotherhood have been working in silence, Magneto took the island of Genosha for himself but he has not been working with the other villains. Because of the fact that Magneto does not want to share the Earth with others, he wants the world for himself.
The X-Men have been in the shadows also because of the fact that they have not been wanting to draw the ire of the government, because Charles Xavier wanted to continue to protect the mutant race. Therefore it made more sense for the X-Men to wait in silence, then to fight the government. However now the X-Men are done hiding, and are ready to enter the fight against the corrupt government.
